In the case of passengers an overwhelmingpercentage of accidents was due to negligence in boardingand leaving the cars, although some were also caused byleaning beyond the clearance lines of the windows andplatforms. Most of the accidents to non-passengers re-sulted from either negligence in crossing the track orfrom side-wipes on devil strips, etc. Of every 100 fatalaccidents to passengers ninety-four were due to careless-ness of the passenger, four to the railway and two tocauses beyond the control of both parties. In the case ofnon-passengers the responsibility for fatal accidents aver-ages as follows: Non-passengers, 94.8 per cent, railway,4.5 per cent, and other parties, 0.7 per cent. Fig. 3 is an analysis of accidents to children caused bytrespassing on the tracks. This chart indicates that byfar the greatest percentage of fatal accidents occurs tochildren of less than four years of age.
