exander McNair, of St. Louis, waselected governor; William H. Ashley, lieutenant governor; andJohn Scott, congressman. There were no opposing politicalparties. Each voted for the man he liked best. Politicalparties came later in Missouri. The First State Government, 1820 In September the General Assembly of Missouri (the leg-islature) met in St. Louis in the Missouri Hotel. GovernorMcNair and Lieutenant Governor Ashley took the oath ofoffice. One of the most important things to do was to electMissouris two United States senators. In those days theLegislature did this. David Barton and Thomas H. Beatonwere elected. Barton was popular and he was easily elected.He worked hard for Benton. Although Benton becameMissouris greatest senator and statesman, his first electionwas close. One of his supporters in the Legislature was DanielRalls, who was sick in his room. When the votes were being•cast four stout negroes carried Ralls on his bed into the legis- Missouris Struggle for Statehood 73

At this session of the Legislature a number of laws weremade among which was one regarding the seat of government,or the capital of Missouri. St. Charles was made the tempor-ary capital until 1826. The permanent capital was to be locatedby a commission and was to be somewhere within forty milesof the mouth of the Osage river. What is to-day Jeffer-son City was finally selected. State officers and judges wereappointed by Governor McNair and were approved by theSenate, taxes were provided for, and laws relating to differentmatters were passed. Early in December 1820 the Legislatureadjourned. The old territorial government had passed awayand.the new state government was in operation. Missouriwith her 66,000 people was a state in all respects except one—she had not yet been admitted by Congress into the Union.This was not done
