V explains 'Brandeis System' of insurance to Monopoly Committee. Washington, D.C., June 15. Judd Dewey, Deputy Commissioner of Savings Bank Life Insurance in Massachusetts, today reviewed the achievements of the life insurance system inaugurated by the late former Supreme Court Associate Justice Brandeis in his state. He showed that the 'Brandeis System,' while paying higher annual dividends, charges lower premiums, costs a great deal less to operate, made a higher rate in earnings on investments, and maintained a higher ratio of surplus to reserves than the other companies. Only one company in the state paid higher dividends over the last ten years, he said, and that company paid only 89 cents more for the entire period

Millie, 13 years old last summer. Ignatio, 9 years old last summer. Jo, 6 years old last summer. Paresse Family, 4 Fly St., Buffalo, N.Y. All three worked in the Albion Canning Factory in the sheds (Jo, only a little) on peas, beans and corn. Jo was too small to get husks off the corn so they stopped his working. Millie and Ignatio made 40 to 50 cents a day each, at 8 cents and hour because the work was slack. Returned to Buffalo the last of October. Went out the last of May, losing about 11 weeks of school time. Millie would not go to school when she came back because she was behind the rest of the class. Husband has a job in a North Caroline cotton mill not far away, and spends Sunday with the family here. They moved here a while ago, expecting steady work which was promised by the mill. Workers in Miller & Vidor Lumber Co. Dangerous work. Charlie McBride said twelve years old. This twelve year old boy has a steady job. He takes the slabs out of the chute which has a moving endless chain to carry the wood up the chute. He passes the slabs on to the other boy who saws them on an inguarded [i.e., unguarded] circular saw. Charlie runs the saw himself whenever he gets the chance. He is exposed not only to the above dangers, but to the weather - no roof even. Has been here for some months. "Get four bits a day" (fifty cents). Works ten hours. This was the only mill that I found around Beaumont that employed boys likely because they are located some distance out of town.  Location: Beaumont, Texas.

Lawrence is seven years old but "he spends all he earns" his brother says.  Boyce [?], makes 75 cents a day, and has a hard time keeping the others at work. Boyce is ten years old. Now getting $2. and is getting ready to be replaced by younger man. An ardent Socialist which has made him trouble here. Says, "I had to put one of my girls into the Mill when she was 9 yrs old, or steal. Why don't they give us enough wages to support our families? They don't intend to do that." Sanford Cotton Mill. Accident case. Carl Thornburg a 12 year old boy who went to work at 11. A few weeks ago he caught his arm in the "lapper" machine, and broke it in 2 places. He said: "I sure didn't mean to. Was jus goin through the lapper room an fust thing I knew everything went black." The family is hard-up. Father is a paralytic. Here is a real chance for a mill to do a benevolent deed by making some recompense to this crippled boy and his paralytic father. They think it's charity to give a boy work under legal age, but when he is injured they forget that side of it. No suggestion of any kind of recompense has been heard. Jim Browning said he was 12 years old, but that is doubtful. Has worked 6 months here; gets 50 cents a day. Is in the 2nd grade at school.  Location: Sanford, North Carolina.

Civarro family, 2106 Second Avenue, second floor back, working on patriotic flag pins. They get 3 cents a gross for inserting pin and putting onto card. Mrs. Civarro with her three-months-old baby in her arms is working with four children aged 10, 9, 7 and 5, and a younger child that does not work (2 years). They work irregularly (as Mrs. Civarro does the janitor work for the building which is in fair condition, and receives in return only the rent free of three small rooms), and their net income for this work is $2 a week. 8 members of the family sleep in one small inner room. I found a girl of 13 working at embroidery in a far corner of a dimly lighted room. The light came from a small gas jet which was high above the girl's head, in the center of the room. She was working on a black dress which was outlined in black pencil. For this dress elaborately embroidered, she received ninety cents. She could embroider one dress in about three or four days if she kept at it steadily. She had been working since 4 P.M., and it was the 7 P.M. She expected to stop at 10:30. Of a family of 7 children, all but 2 work stringing tags. The oldest child is 12. The nurse of the school which these children attend, reports that they are continually being sent home because of their dirty condition. A little fellow who looked about 6 was quite an expert. The children received 20 cents for stringing a thousand tage [i.e., tags] - they tie a knot in a piece of string, and run the string thru [sic] the tag. They moisten the ends of their fingers in their mouths to tie the knots. They can string about a thousand tags in half an hour. One member of a second family which is stringing tags has impetigo, or skin disease, according to the school nurse.  Location: Newark, New Jersey.
